can this fixture be controlled by dimmer or lamped at a lower rated lamp?
A. In order to dim this you would have to find equivalent dimmable fluorescent lights for this. Standard fluorescents will not be dimmable. If you can find the dimmables, then yes you should be able to add a dimming switch to this. Keep in mind its ability to dim will not be as standard incandescent would.
