Is the height adjustable and can this be hung from a slanted or vaulted ceiling? Also, can it use CFL bulbs?

A. The Arroyo Craftsman RCH-4 cannot be adjusted in the height or hung from a slanted ceiling, but you can use CFL bulbs.

What does it mean when it says the overall height is 60" but, the height under tech specs is 24"? What is the ceiling to bottom of the lights height?

A. The Arroyo Craftsman RCH-4 is 24.5" tall on the body of the fixture. 60 1/2" is the total height of this fixture when installed with all the extensions. It is adjustable.
